What does Right to Information mean?

It includes the right to

  • Inspect works, documents, records.
  • Take notes, extracts of certified copies of documents or records.
  • Take certified samples of material.
  • Obtain information in the form of printouts, diskettes, floppies, tapes, video cassettes or in any other electronic mode through printouts.

What does information mean?

  • Information means material in any form including records, documents, memo, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force.

What is the Application Procedure for requesting information?

  • The application can be made to the Central Public Information Officer in writing in plain paper or through electronic means in Hindi or English specifying the particulars of the information sought for along with a fee of rupees ten by way of cash against proper receipt or demand draft or bankers cheque payable to CDA (O) at Pune. An applicant, making request for information is not required to give any reason for requesting the information or other personal details except those may be necessary for contacting him.

What is the fee?

  • An application fee of rupees ten for obtaining information under sub-section (1) of Section 6
  • Fee shall be charged for providing information under sub-section (1) of section 7 as under:
    • Rupees two for each page (in A$ or A3 size paper) created or copied;
    • Actual charge of cost price of a copy in larger size paper;
    • Actual cost or price for samples or models; and
    • Actual charge of cost price of a copy in larger size paper;
    • For inspection of records no fee for the first hour; and a fee of rupees five for each subsequent hour (or fraction thereof);
  • Fee shall be charges for providing information under sub-section (5) of Section 7 as under:
    • Rupees fifty per diskette or floppy for information provided in diskette or floppy;
    • Price fixed for publication or Rupees two per page of photocopy for information provided in the printed form.
  • No fee will be charged from people living below the poverty line; and
  • Applicant will be provided information free of cost if the CPIO fails to comply with the prescribed time limit.

What is the time limit to get the information?

  • 30 days from the date of application.
  • 48 hours for information concerning the life and liberty of a person.
  • Failure to provide information within the specified period is a deemed refusal.

Organisation and Structure

    Defence Accounts Department (DAD) evolved over the last 250 years, is responsible for payment, accounting, financial advice and internal audit of expenditure of Army, Navy, Air Force, Ordnance Factories, R & D and inter service organization. The Department is in service of the services since 1747 and Department is committed to render efficient, correct and prompt accounting, payment and financial service leading to customer satisfaction. Training forms a major component in the department’s endeavour to meet its various objectives. With this aim in view, National Institute of Management and Accounts, CDA (Trg) was established in the year 1978 at Meerut and later a decision was taken for the formation of Regional Training Centres (RTCs) at Pune, Bangalore, Kolkata and Meerut. Later on, Lucknow was added. NADFM & RTC Pune The National Institute of Management and Accounts was shifted from Meerut to Pune in November 2004 and started functioning from the premises of Regional Training Centre, Pune. The Institute was rechristened as National Institute of Defence Financial Management in May 2005. In August 2007, NIDFM has been renamed as National Academy of Defence Financial Management. The Regional Training Centre, Pune started functioning from 3rdApril 1991. Initially, it was functioning in one of the rooms of CDA (O). In February 1996, the RTC moved to a new building. In the year 1994, the departmental training responsibility of the IDAS Probationers has been assigned to the RTC Pune, which is now conducted under NADFM Pune The training is imparted by in house faculty as well as guest faculty from RAC Controllers, Senior IDAS Officer of the Department, Officers from other Govt. Department and faculty from other training/educational institutions located in and around Pune.

Objectives:

NADFM Pune

    NADFM is the apex-training institute in Human Resource Development of the Defence Accounts Department. The objective of NADFM is to train IDAS Officers/SAOs/AOs by conducting following programmes:

  • To impart departmental training to IDAS Probationers
  • Management Development Programme for IDAS Officers
  • Refresher courses for IDAS
  • Joint Workshop for IDAS & Service Officers.

Objectives:

RTC Pune

    NADFM is the apex-training institute in Human Resource Development of the Defence Accounts Department. The objective of NADFM is to train IDAS Officers/SAOs/AOs by conducting following programmes:

  • To impart training to Group ‘B’, ‘C’ and ‘D’ staff of the Defence Accounts Department serving in the Western Region (Maharashtra, Gujarat and Rajasthan) to enhance their professional knowledge and skill thereby to provide basic support to the HRD activities of the Department.
  • To impart training on PC Awareness and Office Automation
