Important Events


Combined Course for IDES & ICAS Probationers 

At the request of Director, National Institute of Defence Estates Management (NIDEM) and Jt.CGA a five day combined course for IDES (Probationers) and ICAS (Probationers) was organized at NADFM from 22nd to 26th April, 2013.  The course was attended by 21 Probationers, 13 from the IDES and 8 from ICAS fraternity.   The course was first of its kind for NADFM, conducted keeping in view the fact that the IDES have to interact very closely with the IDAS in their career thus such interaction and attachment shall benefit them immensely.  For the ICAS the need for greater interaction between the ICAS and IDAS an excellent initiative, as such academic interface would enable better understanding of each other’s roles and better coordination of functions which is necessary for efficient service delivery.

  All the sessions were handled by senior IDAS officers and topics covered included  diverse subjects like Changes in financial system of governance with evolution of IFA System, Budget formulation in GOI-Role of Finance, Structure, Role & Functions of MoD, MoD (Fin) and DAD, An overview of role of Finance and Accounts in Govt, General principles & method of Accounting, System of classification of Defence Expenditure covering all relevant budget heads, Compilation of Accounts, Pre-Audit and Post-Audit – Concepts, Methods, Advantages and Disadvantages, Role and Significance of Internal Audit, Structure, Role and Functions of Controllers-Regional & Functional, Case studies related to Audit of  Defence Estate Organisation, An Overview of IT structure in DAD, Duties and Responsibilities of Local Audit Officers and Objectives and Duties of Pay & Miscellaneous Section.  A visit to National Defence Academy , Khadakwasla was arranged on the 24th of April, which has been highly appreciated by all the Probationers of both the Services.

 A valedictory function was organized at the end of the course, in which CGDA was the chief guest.  Dr. G D Pungle, Director  NADFM welcomed the Chief Guest and this was followed by valedictory address by the CGDA.  CGDA shared some of his experiences in the service to which he added that the actual success in any service depends on individual officers mingling with inter services officers and sharing of learning acquired.  He was of the opinion that, with the aim to further strengthen collaboration amongst Services such courses are significant steps in achieving the desired objective. CGDA then conveyed best wishes to the IDES and ICAS (Probationers) and distributed certificates and mementos to them.  The function concluded with a vote of thanks by Mrs C A R Lakshmi, ACDA (Trg).

Important Courses



A two-day course on ‘RTI’ was organised at NADFM from 29th April to 30th April 2013. The course was attended by 17 IDAS officers from all over the country. The faculty members for the course included – Mr Pralhad Kachare, Director, YASHADA, Pune, Mr Vivek Velankar, a well known RTI activist  and Smt. Rekha Raikar Kumar, Addl. CDA, PCDA(O) Pune. All the participating officers were very appreciative of the contents/faculty of the course.

Important Courses


A three day workshop was organized at NADFM on ‘Procurement and Contract Management’ from 6th to 8th of May 2013.The workshop was attended by 13 IDAS officers.  The topics covered included – objectives and principles of public procurement; Role of IFA in procurement process, Procurement process - Defence Procurement Manual provisions; Practical issues in Contract; Overview of main features of Indian Contract Act; E-Procurement; Provisioning concepts in Defence Procurement; CVC guidelines on procurement; Management of Indirect Taxes; Arbitration and legal issues in contract.  The sessions were handled by faculty from NADFM, Senior IDAS officers, legal and taxation experts, etc.

Important Courses


A three day course on Vigilance & Disciplinary Proceedings was organised at the Academy from 7th December to 9th December 2011. 17 IDAS officers participated in the course. The sessions were handled by senior serving and retired IDAS officers and Shri S D Joshi, IAS (Retd), ex-Vice-Chairman, Maharashtra Administrative Tribunal, who was invited to deliver 2 lectures.  The course content included sessions on ‘An Overview of Vigilance, Preventive Vigilance, Role & Structure of Vigilance Machinery in Govt. including CVC, Punitive Vigilance, Suspension, Need for effective vigilance mechanism in DAD-how to strengthen it with emphasis on role of RTI as an instrument, Protection to Civil Servants, Departmental Inquiries, Various penalties under CCS(CCA) Rules, Case Studies/Mock Inquiry etc.

 Important Courses


OF 2011, 2010(SL) & 2009(SL) BATCH

A Refresher course of 5 days duration for IDAS(Ps) of 2011, 2010(SL) and 2009(SL) batch was held at the Academy from 17th June to 20th June. 28 IDAS officers participated in the course. The sessions were handled by senior serving IDAS officers and IT Audit module sessions was outsourced to ISACA PUNE CHAPTER.  The course content included sessions on Factory Module, IFA Module, Regional Controller Module, Functional Controller Module, Departmental Priorities and IT Module.  A Panel discussion was held after every module which was presided over by faculty IDAS officers.  At the end of the course Shri S L Singla Addl. CGDA(SLS) presided over the panel discussion along with faculty IDAS officers.

Important Visits


Visit of DGFP to NADFM

             Lt. Gen RM Mittal, SM, DGFP visited NADFM Pune alongwith Brig SP Mehta, DDG FP(A).  Dr. G D Pungle, IDAS, Director NADFM welcomed them along with his team of officers.   During the meeting, Director NADFM informed about  all the training courses being conducted at NADFM/RTC.  A brief presentation on the activities of NADFM/RTC was also presented to him.

A few suggestions were made by the DGFP

*  To include visit to the office of the DGFP in the Delhi visit of IDAS(Ps) module.

*  AHQrs have officers who are involved in Defence Acquisition and Drafting Contracts.    

    These Officers can be summoned as faculty for ‘Contract Management Courses’.  

*  Some combined courses for Service Officers and IDAS Officers for better interaction 

    and understanding.

*  DFMC courses could contain sessions by faculty from PCDA(O) & PCDA(P ) on their  

    Functioning in the interest of Services.

Important Events


The valedictory function of 29 IDAS probationers comprising, 9 IDAS(P) of 2011,  17 IDAS(P) of 2010 (SL) and 3 IDAS(P) of 2009 (SL) batches was held on the 5th of April 2013 at CENTRAD,  New Delhi. Shri Arunava Dutt, IDAS, CGDA was the Chief Guest.  The brief function included lighting of the lamp by the Chief Guest, a welcome address by the Director NADFM, presentation by the probationers on learnings acquired, followed by valedictory address by the CGDA.  The CGDA conveyed best wishes to the probationers on the eve of their actual entry into official work.  Certificates on completion of departmental training and mementos were given to the probationers by the CGDA.  The function was also attended by both the Addl. CGDA and other Senior IDAS Officers.

Important Events

Visit of Addl. CGDA to NADFM

Shri S L Singla, IDAS, Addl. CGDA visited NADFM  on the 20th of June 2013.  During his visit he discussed Training and Development Policy 2013, Director’s Medal to Probationers, Land for NADFM, Shortage of IDAS officers in NADFM/RTC, RTC Training calendar 2013-14, Infrastructure utilization/provision, Quality of course contents, New thinking of CGDA’s office on training/training courses.  Alongwith Director NADFM, the ACDA(Trg) and faculty members also participated in the meeting.
